fix: permitir robots sin llm.primary.provider + command_prefix vacio

- internal/config/loader.go: skip validacion de LLM provider cuando
  agent.type es "robot" — los robots no usan LLM
- agents/test-bot/config.yaml: usar command_prefix: "" para que acepte
  comandos sin prefijo ! (feature del issue 0033)
