feat: implementar comandos custom !echo y !dice para test-bot

- !echo <texto>: repite el texto recibido (util para assertions exactas)
- !dice / !dado: lanza un dado aleatorio (1-6)
- Registro en cmd/launcher/main.go via testbot.Commands()
